Rescue workers are searching for nearly 100 people after flash floods triggered by sudden heavy rainfall swamped several towns in northeastern India.
Hundreds of rescuers dug through slushy debris and fast-flowing, icy water Friday in a search for survivors after a glacial lake overflowed and burst through a dam in India's Himalayan north, a disaster that many had warned was possible for years. The flood began in the early hours of Wednesday, when water overflowed a high mountain lake with enough force to break through the concrete of a major hydroelectric dam downstream.
“Despite being the biggest project in the state, there were no early-warning systems installed even though the glacier overflowing was a known risk,” said Himanshu Thakkar of the nongovernmental organization South Asian Network for Rivers, Dams and People. According to a release from India’s National Disaster Management Agency on Friday, the agency plans to set up early-warning systems for real-time alerts at most of India's 56 known at-risk glacial lakes.

The waters cracked open a six-year-old dam that was the largest in the Indian state of Sikkim, and then cascaded through towns in the Lachan Valley below. The design and placement of the Teesta-3 dam were controversial from the time it was built as part of an Indian government push to expand hydropower energy.
