Winnie Okello has parlayed her own experience with what she felt was racially charged harassment by police in a public transportation setting to effect change.HARP - short for Harassment and Assault Reporting Platform
- an online tracking system that gives people who say they’ve been victims of police brutality or excessive force the opportunity to log their experiences. “Oftentimes this information stays stuck in certain spheres,” Okello said. “It stays stuck in academic spaces or police spaces and rarely gets out to the public sphere so folks can have an understanding of how deeply rooted the issues are. It’s important to tell these stories in plain language. Too often this work gets muffled in technical jargon.”
Black and brown communities, she said, experience higher rates of police interactions, particularly in transportation settings. She’s applying her engineering discipline to look for ways to redesign and scrutinize systems to address this disparity.“Police tend to behave differently towards Black and brown folks than their white counterparts,” Okello said. “We have to look at this issue through the lens of mobility justice.
