Younger organizers are looking to lessons from groundbreaking AIDS activist group ACT UP.

According to trans activist Jennifer Barnes-Balenciaga, this community mobilization is directly informed by the people who were excluded from many early AIDS activist spaces — including Black trans people like herself. As Barnes-Balenciaga put it, “Without representation, clearly, moving forward with trying to make this an equitable distribution of a forthcoming vaccine is probably not going to happen.

The CDC’s declaration of a national public health emergency represents the fulfillment of one community demand. “This would not have happened without the advocates that pushed for this,” Rosenberg said. And now, he added, “there is the potential for greater urgency to happen without the usual bureaucratic roadblocks.”

This new declaration provides an opportunity to address activist demands that haven’t been met yet: There’s still no robust testing or treatment infrastructure, nor support for those who do fall ill. That’s why, Rosenberg said, ACT UP–style protests are likely to continue. “We’re going to see a lot more direct action,” he said. “I think even the recent updates are inadequate — we need a radical and drastic response to the need because it’s not only affecting certain populations.
