Here's what Mayor Turner does, and doesn't, plan to address in his final year at City Hall
with firefighters that has spanned nearly his full tenure, and which now rests with the Supreme Court.Turner and the fire union never have agreed on a new contract, which outlines pay and other benefits, since the most recent one expired in 2017. They have been mired in lawsuits since then. Turner circumvented the negotiating process and used federal funds to give firefighters 18 percent raises over three years, starting in 2021, a move panned by the union as bonus pay.
“It will not impact my administration,” Turner said. “If there’s an adverse decision that comes forth, from a financial point of view, the city of Houston — through 2023, the next budget cycle, which will be May and June — will be fine. This decision will impact the next administration.”Houston voted to give firefighters equal pay with police in 2018. Now, it's up to Texas Supreme Court
relief money to expand specialized teams that respond to mental health crises and domestic violence calls, and to pay for overtime to keep 125 officers on the street each day, among other projects. “Our numbers are down in terms of crime as it relates to 2021,” Turner said. “Now, the goal is to continue to reduce those numbers when we to 2019. The goal is to continue that trajectory down.”Turner is smart to keep his focus on public safety, said Renee Cross, senior executive director and researcher at the University of Houston’s Hobby School of Public Affairs.
Cross said it is not surprising Turner is choosing to focus on existing projects in his last year. In fact, she said, it may do more harm than good to try to tackle something like the revenue cap with limited time left.
