The vote on new buffering and lighting requirements aimed to strengthen protection of residential homes was delayed for a week at the Wednesday City Council meeting.
Towers along Main Street and Fannin Street can be seen to the east of the vacant property at 1717 Bissonnet Street at Ashby Street in the Boulevard Oaks neighborhood, Friday, April 29, 2022, in Houston.City Council members on Wednesday tagged a measure to expand buffering and lighting requirements aimed to strengthen protection ofThe proposal would expand residential buffering rules to cover more Houston homes.
The amendments also would set new rules for other commercial properties next to residences or public streets, including screening and lighting standards for commercial garages, regulations on the color and intensity of light fixtures outside commercial buildings, as well as screening requirements for bulk garbage containers.Sallie Alcorn, Mike Knox and David Robinson tagged the measure, delaying a vote for a week.
Meanwhile, Councilmember Abbie Kamin reiterated her support for the proposal. Noting that the updated rules on residential buffering would only apply to new commercial buildings, she said she wanted the city to continue to push for ways to regulate existing ones better. “As we talk about neighborhood protections as we increase development, especially in the Loop, these are very important,” Kamin said. “I do want to emphasize, as a council, I hope we can continue to look at the grandfathering issue of this because it is not a fix-all, and we do have a lot of properties that this will not cover because of grandfathering. I know that falls to the state, but it’s important we continue to push on that.
