Advocates say city rushed to open site to begin enforcement of unsafe camping ordinance

The city of San Diego’s first safe-sleeping site has gotten mixed reviews from a few of the clients who have checked in since its June 30 opening.

Moore lives in one of two parking lots that recently opened in the city for those experiencing homelessness. There was not running water at the site in 2017 either, and San Diego Mayor Todd Gloria had not said there would be at the new site. At a monthly press briefing last week, he defended the conditions at the site and also said the city was open to learning and doing better.

Mulligan had high praise for Dreams for Change staff members at the site and said they were doing their best to help people. Mulligan also said he has seen people check it out for just one night, but then leave the next day after saying, ‘It’s not for me.” At the safe-sleeping site, Mulligan said he showers by using a friend’s CamelBak, a backpack with a water bladder. He also said he’s unaware when a mobile shower is coming, and he had not heard of any shuttle to take people to showers at Father Joe’s.

After living on the street and having his wheelchair stolen twice, Moore has no complaints about the safe-sleeping site.Mulligan also said he plans to stick it out at the site, and he and Moore said they want it to succeed. Henning said he decided to move into the site because he often was told to move when sleeping on sidewalks, and he was anxious about a new city ordinance that could result in citations and arrests for camping on public property that goes into effect later this month.
