Lancashire Constabulary urges anyone with information on the disappearance of Charlene Downes to come forward, 20 years after she went missing in Blackpool.
That's the message from one of Lancashire Constabulary 's most senior police officers on the anniversary of a teenager's tragic disappearance. Charlene Downes was just 14-years-old when she was last seen in Blackpool and two decades on, it is still not known what happened to her.
Charlene was last seen on November 1, 2003, having spent part of the day with her sister and then stopping to see their mum Karen before meeting up with friends. Extensive efforts to trace her last movements resulted in CCTV images of her walking along Bank Hey Street and later inside Carousel Bar on the North Pier.
By November 15, after public appeals had already been launched, a 'Major Incident Room was established with a dedicated senior investigating officer appointed. One year later, a murder investigation was launched on the basis of new information received by the enquiry team.
