Former Govs. Bob Taft and John Kasich, who are Republicans, and former Govs. Dick Celeste and Ted Strickland, who are Democrats, described the plan as unfair to Ohioans.
DeWine hasn’t said whether he favors the proposal to make it harder to amend the state constitution, but four of his predecessors have weighed in to oppose it.The proposal will “fundamentally change Ohioans’ voting and constitutional rights,” Taft wrote. “For more than 100 years, amendments to the Ohio Constitution have been decided by a simple majority vote.”
If HJR 1 or SJR 2 were to pass public vote in August, it would pave a much harder road for a November election where abortion rights supporters are hoping to have their own issue at stake: an amendment that would enshrine reproductive rights in the state constitution. In most “purple” and “red” states, abortion rights supporters have prevailed in theCeleste says lawmakers are acting hypocritical.
Except for Strickland, none of the former governors mentioned abortion rights in their criticism of the plan. The Ohio Constitution contains a $750,000 limit on debt the state can incur absent of a public vote, Taft said in his letter.
