Gordon Caplan, the former co-chairman of the law firm Willkie Farr & Gallagher LLP, said he plans to plead guilty for his role in the college admissions cheating scandal, the highest-profile parent yet to indicate such a move.

“My immediate goal is to focus on making amends for my actions to try to win back the trust and respect of my daughter, my family, and my community,” he said in a statement Friday, distributed by his attorney. “The remorse and shame that I feel is more than I can convey.” Mr. Caplan was charged last month with conspiracy to commit mail fraud and honest services mail fraud, accused of participating in a scheme to fraudulently boost his daughter’s ACT score by having someone else fix her wrong answers after she took the test. He said he intends to plead guilty, according to the statement.

William “Rick” Singer—a Newport Beach, Calif., college counselor who has pleaded guilty to four charges—said he led an operation that helped parents illegally grease the wheels for their kids’ acceptance by elite colleges. Fifty people, including 33 parents, were charged in relation to the scheme, which the government said included cheating on SAT and ACT tests and bribing college coaches to designate the students as recruited athletes, nearly guaranteeing their admission to top schools.
