When senators ran out of milk, pages, high school students who serve as messengers, quickly came to lawmakers' desks with new glasses filled to the brim. Sen. Chris Murphy, D-Conn., spilled that his Senate-floor neighbor Sen. Elizabeth Warren, D-Mass., opted to go with milk while he had a secret stash of caffeine.
The rules of Senate procedure state simply,"Senate rules do not prohibit a Senator from sipping milk during his speech."
