The government has crafted the tax cuts to defend the Liberal heartland, knowing it must target workers on incomes above the average.This time last year, the government offered a worker on $50,000 a year a tax offset worth $530 a year. Labor exceeded this by promising a $928 offset instead. It has taken all this time for the government to match the offer.Labor moved last year to offer more to every worker on an income from $25,000 up to $120,000.
The government's challenges have little to do with the budget papers because Frydenberg can claim a return to surplus and a better trajectory for debt.
