Texas has begun steps to claim Fairfield Lake State Park through eminent domain.

First, the state makes a formal written offer to the property owner. Arch “Beaver” Aplin III, chairman of the parks commission,Saturday he could not disclose the state’s offer. On Monday, parks officials also declined to provide details on the offer. If Todd declines, the Texas Attorney General’s Office, on behalf of the parks department, will file a petition to condemn the land in Freestone County, Murphy said. A district county judge will then appoint three property owners in the county to a special commission, which will decide the current fair market value.
