with a championship golf course, restaurants, fitness center, resort pool, spa and a general store. Freestone also would feature tennis courts, hiking trails, pickleball courts and a whiffle ball stadium. The roughly 400 homes would range from $5 million to $7 million, each on at least one acre of land., which leased the land to the state at no cost. Todd’s company, Todd Interests, has been under contract for the past year and closed on the property earlier this month.

First, the state makes a formal written offer to the property owner. Arch “Beaver” Aplin III, chairman of the parks commission,Saturday he could not disclose the state’s offer. On Monday, parks officials also declined to provide details on the offer. If Todd declines, the Texas Attorney General’s Office, on behalf of the parks department, will file a petition to condemn the land in Freestone County, Murphy said. A district county judge will then appoint three property owners in the county to a special commission, which will decide the current fair market value.
