Speakers say mental health, addictions crisis is fuelling rising numbers of people living on yxe streets.

Police Chief Troy Cooper noted police are seeing increased rates of petty crime associated with drug addiction: thefts and calls related to what’s broadly termed “social disorder,” such as disturbances or suspicious people.

He also pointed to individuals who have thousands of dollars worth of unpaid tickets for things like drinking in public. These cases illustrate the need for more than just traditional law enforcement when working with people with severe underlying mental health or addictions issues, he said.
