The establishment of a transit development district in downtown Gary aims to help increase the economic benefits stemming from investments in the region’s transportation infrastructure, the project’s leaders say.
The Regional Development Authority is administering the establishment of TDDs across Northwest Indiana. Each district is centered on a railway station, with the goal of building more desirable, walkable communities around sites that will benefit from ongoing work to convert the South Shore Line between Gary and Michigan City from single to double track and build the West Lake extension of the line into Munster and Dyer.The TDD will function similarly to a tax increment financing district.
“Typically you’re either on 5th Avenue or on Broadway. That’s the first impression that you have the city,” he said. “You have the benefit of being able to change the impression, both of the public and visitors, what they see of Gary.” Aaron Kowalski, a planner with the Indianapolis-based consulting firm MKSK, which has partnered with the RDA on the TDD project, said that the district will help make downtown Gary a more desirable place to live and work.
