Opinion: Conservatives should be wary about another big stride away from backpack funding for the public schools.House Majority Leader Ben Toma is one of the more solid and creative conservatives in the Arizona Legislature. That’s “conservative” in the traditional Reaganesque sense, not measured by the willingness to regurgitate whatever nonsense Donald Trump is spewing at the moment.
Toma’s universal voucher bill doesn’t quite do that, but it’s good enough in this regard. Voucher students would have to take the state test or some other established assessment. Results would have to be reported to parents. Schools with at least 50 voucher students would have to report aggregate results publicly, either for the entire school or, at a minimum, for their voucher students.
, it’s a considerably better deal. The proposed budget increases basic state aid by nearly 8%, among other increases not tied to the proposed voucher deal. The left argues that low-income students cost more to educate and should therefore receive more state funding. However, there is no magic number that closes the achievement gap between low-income students and upper-middle-class ones. And as the achievement gap persists, the demand for increases in the low-income weight will become incessant.
