Luis J. Saenz, the first Hispanic chief of staff to a Texas governor and the longest-serving, has survived more than five years in the grueling job as Gov....

“You’re in the middle of it all, trying to try to help people build back, and so it was daunting to come in at that point,” he said.

Luis Saenz, outgoing chief of staff for Texas Gov. Greg Abbott, meets with members of his staff, from left, Sarah Hicks, director of budget and policy; Adriana Cruz, director of Office of Economic Development; and Jordan Hale, deputy chief of staff. “And my brother-in-law said, ‘You’re making me so nervous, why don’t you go back to Austin?’ So the next day, I drove back to Austin because I was just on the phone all day.”Saenz brought to it, though, a high-powered list of friends and contacts. An Alice native who lettered in three sports at Carrizo Springs High, he got interested in politics as a student at San Antonio’s St. Mary University.

Former Texas House Speaker Joe Straus’ late mother, Joci Straus, helped Saenz secure a job offer from the State Department in Washington under former President George H.W. Bush. The gig was short-lived. By the end of 2000, Saenz latched onto a more enduring employer — Perry, who was just leaving as lieutenant governor to succeed President-elect George W. Bush as governor. He served Perry as spokesman, appointments office staff member, 2002 campaign operative, senior adviser, assistant secretary of state over border commerce and manager of Perry’s 2006 reelection bid.
