A separate NBC report revealed that Mr. Biden has yet to personally reach out to Senate Majority Leader Charles E. Schumer and House Minority Leader Hakeem Jeffries, both New York Democrats, or other Hill leaders in the aftermath of his bumbling debate performance against a robust Donald Trump.
