In the race for Dallas College Board of Trustees, District 1, incumbent Dr. Catalina E. Garcia hopes to keep the seat she won two years ago to fill the unexpired term of a deceased trustee. The 86-year-old retired anesthesiologist has decades of civic involvement and has made great contributions to the advancement of Hispanic women in particular.
However, despite her civic record and incumbency, challenger Edwin Flores is the much better candidate and should be elected to replace her for a six-year term.A Dallas Independent School District trustee for 16 years, Flores, 57, has a far deeper understanding of how to develop the kind of policies Dallas College needs to fulfill its central mission of developing a skilled workforce to underpin the Texas economy.
In her interview with us, Garcia expressed frustration with her time on the board so far, saying she expected to have more control over district functioning. This was concerning. Flores has a better appreciation of the trustee role as policymaker. He should be elected to the Dallas College board to continue his significant contributions to local education..
