Washington, D.C., under Democrat control, has witnessed a surge in homicides, surpassing 200 before October for the first time in 25 years.

Rising violence in has prompted residents to liken the city to a "war zone," leading businesses to secure merchandise due to theft. The city council reacted with an emergency bill in July and introduced four more bills in September for additional crime-fighting funding. "[T]his resolution from congressional Republicans would overturn commonsense police reforms," Biden said. "The Congress should respect the District of Columbia's right to pass measures that improve public safety and public trust."
