The reform, expected to take effect from January, will hit an additional 120,000 universal credit claimants.Mr Kwarteng described the policy as a “win-win”, saying it will help fill 1.2 million job vacancies across the country. But observers were left unconvinced by the Government’s measures, with Tony Wilson, director at the Institute for Employment Studies, telling: “These measures aren’t going to make any difference at all to the labour shortages that employers are facing. If anything they could make them even worse, by forcing people to change jobs or give up work entirely.
