Critics say the new citywide fee will be higher than existing neighborhood-specific fees in most neighborhoods, particularly low-income areas — often called “communities of concern” — that typically have lower development impact fees. Making it more expensive to build housing in low-income areas could make some projects no longer feasible, said Matt Adams of the Building Industry Association.
The new policy, which Gloria is calling Build Better SD, aims to reverse decades of neglect for many low-income and ethnically diverse communities south of state Route 94. A key question for many neighborhood leaders is what formula the city will use to determine where to spend money collected under the new citywide fee.
Commissioner Ken Malbrough, a longtime community leader in Encanto, said he is a strong supporter of Gloria’s equity goals regarding infrastructure.
