The Creed films feature better villains.

Adonis Creed's Opponents Have A Connection To His Past Many of the Rocky movie villains are caricatures, including the fearsome Clubber Lang and ludicrous Soviet superman Ivan Drago . By contrast, Adonis' opponents are more complex and force him to face personal demons. The Creed villains are vehicles for Donnie to grow. In Creed, Ricky Conlan taunts Donnie about the shadow his father casts over him.
Similarly, Creed 3 sees Adonis looking inward and to the past. Fighting childhood friend Damian Anderson means he has to dredge up parts of himself he would rather stay hidden. This includes his shame over making it as a boxer after Damian sacrificed his own career by taking the fall for him as a teen. Rocky's opponents are mostly new to him, but in Creed 3, Donnie must defeat someone who knows and resents him, giving their fight a tragic edge.
