David Mellen says it is 'very unlikely' that Nottingham City Council's services will all be delivered in the same way.

Nottingham City Council's leader says it would be "foolish" to rule out bankruptcy being declared by the authority as it faces a multi-million pound financial black hole. Labour's David Mellen, who has led Nottingham since 2019, thinks it is "very unlikely" that the council will be able to deliver everything it currently does amid a gap in this year's budget of £26 million.

"[We have] very little room for manoeuvre if we're to maintain the services that we deliver to the people of Nottingham as they are currently delivered. The questions will be asked about whether we'll be able to continue doing everything that we currently do in the same way, I think that's quite unlikely."

But the council's leadership also says reduced government funding is a crucial factor, with the grant funding it receives having been cut by £97 million over the last 10 years. Councillor Mellen said: "If as a household you had to live on 20% of your income, all of us would struggle, and that is something that has happened for local government.

But Councillor Mellen said: "The IAB have been quite critical of our ability to forecast our spend and they have been quite insistent that we set a four-year balanced budget and we've done that twice. But doing that again in March will be quite a challenge and I'm not yet clear about how we will do that."

"There are already mechanisms being done to restrict spending... delaying recruitment, not buying things that we need to, make delayed decisions on some things, so that we can bring our budget back under some level of allegiance with the budget that was set.
