This new, poorly launched RPP system is part and parcel within the odd relationship between resident and city, where the customer is seldom right and customer service is centralized through one huge 311 hub in which few residents have any confidence. We simply can’t expect much from a culture of entitled customer service that’s sure to evolve in a competition-less market.
