China’s Xi Jinping and Russia’s Vladimir Putin are expected to meet this week in Uzbekistan as Moscow faces setbacks on the battlefield and mounting economic pressure from U.S. and its allies

Last week at the Eastern Economic Forum in Russia’s far-eastern port city of Vladivostok, Mr. Putin suggested that Moscow and Beijing have agreed on the parameters of a deal on the pipeline.
