BEIJING—China accused two detained Canadians of working together to steal Chinese state secrets, moving ahead with a politically charged investigation seen as retribution for Canada’s arrest of a senior Huawei Technologies Co. executive.

A Communist Party-run news website alleged Monday that Michael Kovrig was “stealing and probing state secrets and intelligence.” The report, citing unnamed government agencies, identified fellow Canadian Michael Spavor as an important contact who supplied intelligence to Mr. Kovrig.
