The Black community and Black police need to be involved in creating real change.has not revealed anything that Black Londoners did not know already concerning institutional racism in police. But it is a second, and perhaps final, opportunity for police leaders and leading politicians to finally, and seriously, tackle systemic issues in a systemic way.

Generations of Black youth have been criminalised with devastating impact on their careers and lives; entrenching generational, racialized poverty with no redress or compensation. It is unacceptable for Sir Mark, even this morning, to shy away from accepting Dame Louise Casey’s conclusion that the Met is institutionally racist, sexist, and homophobic. Sir William Macpherson gave a very clear definition of institutional racism. Yet, Sir Mark claims this is ambiguous and politicised. No, it is not.

Casey’s findings tell us nothing new, and in some ways they barely scratched the surface because racism in the force is even more than a cultural issue. It is an issue about corruption. It is about gangs within the force that see themselves as above the law. The first step along this road must be the mass identification and removal of all those officers who are part of the problem. Sir Mark proclaims that he has started this journey, but the Casey report indicates that these problems are so widespread that I can only conclude there are many, hundreds, if not thousands, of officers who are a problem.

And these issues go well beyond the Met. They affect every police force in the country. We know that the Chief Constable of Greater Manchester Steve Watson denies that his force is institutionally racist. He must u-turn on that today or resign.
