it had given just £160,000 to good causes, while reporting £240,000 in costs. The regulator cited “concerns about arrangements between the charity and a company linked to the Ingram-Moore family, as well as ongoing concerns about the trustees’ decision-making and the charity’s governance.”
The report noted: “The [initial] intended use was for the occupiers of The Old Rectory as storage and office space for their charitable work in support of the Captain Tom Foundation as well as for occasional use for meetings related to the charity use.” The council said in a statement: “In February 2022, we subsequently received a retrospective planning application for a ‘part retrospective erection of detached single storey building ’. This was refused.
