Under this new plan, individuals will typically see charges of possession for personal use and possession of drug paraphernalia dismissed unless they receive five citations. Once a person receives five citations, the DA's Office will"bundle" the charges and bring them all at once with the intent of referring the individual to the Community Justice Center, which places individuals in mental health and substance abuse programs.
"When someone reaches five citations for public drug use, that is a clear signal that they are in a crisis and need support," Jenkins said in a statement."Addressing substance use and addiction in our community requires an all-hands-on-deck approach that includes the criminal justice system."
