A new type of defect on Boeing’s Dreamliner aircraft surfaced recently, the latest in a series of issues that have led to a halt in deliveries. The production mishaps, which involved a pair of attempts to place one of the two of jets under development onto jacks, risked damaging the aircraft whose development is already behind schedule, these people said.
