The food hall building opened in 1916 as the headquarters of Budd Dairy, a milk delivery service founded by farmer Simon Budd in 1894. At one time, it was delivering milk to 25% of the city’s population. It stopped operating in the building in 1967. So the white mustaches refer to milk, the taco, gumbo, etc. to ethnic food and the ordinal crossroads to 4th Avenue and 4th Street. What else could it be?
