President Biden's recent announcement that he will invoke the Defense Production Act to subsidize the domestic mining for critical minerals that are key to the energy transition. But that money will provide little help if it is not accompanied by a speed-up in federal permitting processes.
“We are fully committed to the co-existence of our buckwheat population and the development of this critical lithium operation, so we’re not saying forget the environment,” Calaway told me last year. “We’re saying we need to have a deeply practical, proper risk tradeoff because our country and the world may depend upon it,” he told me.”
But it’s a tradeoff of risks the President and his political appointees seem determined not to make. Asfollowing Biden’s announcement, his plan does nothing to streamline these often-Byzantine permitting processes.
In normal circumstances, the process of getting a mine to first production can be a 7 to 10 year enterprise. But recalcitrant federal bureaucracies can extend that timeline. Another company I wrote about last year, Perpetua Resources has seen this process extend into overtime. Perpetua began exploring for the rare mineral antimony at its historic Stibnite Mine location in central Idaho in 2009.
Again, though, without the permits, none of this will much matter. Pouring hundreds of millions of dollars into a domestic mining industry that remains unable to obtain permits in a timely and rational manner does little to enhance U.S. energy security or facilitate this faltering energy transition. Biden and his appointees have been careful to avoid alienating the more radical elements of the climate alarm lobby.
