The public nature of this row says a lot about the state of Sunak’s leadership that goes far beyond being too busy to notice some daft drafting in one bill – all the hot button issues are still as difficult as ever for the Prime Minister. At least he could have predicted those fights at the start of this year, let alone the start of the Easter recess. What he probably hadn’t expected was a battle over whether the Government really wants to criminalise people for being homeless.
This nuisance piece of law seems to have taken ministers by surprise. One reason for that is that the clauses on rough sleepers come from, rather than the current one, James Cleverly. She is sticking to her guns on the importance of giving police the ability to move someone on who is blocking a shop door, for instance.
It’s not uncommon for governments to withdraw bits of bills as they progress through Parliament. But what is striking about this particular row is that Tory backbenchers have been quite happy to go straight to talking about the problem with the legislation in public.
