Fact Checker: Kamala Harris’s claim that Medicare-for-all 'doesn’t get rid of all insurance'

By Glenn Kessler Glenn Kessler The Fact Checker Email Bio Follow May 14 at 3:00 AM SEN. KAMALA HARRIS : I support the bill [Medicare-for-all]. TAPPER: Well, because the bill gets rid of private insurance for everything that... TAPPER: Right, for cosmetic surgery, but for all... HARRIS: OK. Right. — exchange on CNN’s “State of the Union,” May 12, 2019

That’s when Tapper interrupted to say that under the bill, there’s virtually no role left for private insurance. The Facts As of 2017, according to the Census Bureau, 67 percent of Americans — 217 million people — received health insurance through a private plan, mostly through their employer. Almost 38 percent get insurance through a government plan, such as Medicare, Medicaid or the military. Another 9 percent have no insurance. The Sanders bill would put the whole country on a government plan.

Okay, but the bill proposes to cover just about everything. Hospital services. Primary and preventive care. Prescription drugs and medical devices. Mental health care. Lab work. Pediatrics. Dentistry. Hearing and vision care. Rehab. Emergency services. Even long-term care. What’s left out of the Sanders plan? Tapper mentioned cosmetic surgery. So has Rep. Pramila Jayapal , the primary sponsor of a Medicare-for-all bill in the House.

“As a technical matter, the Medicare-for-all bill would allow private insurers to sell supplemental policies for benefits not covered by the government plan,” said Larry Levitt, senior vice president for health reform at the Kaiser Family Foundation. “As a practical matter, the government plan covers such a comprehensive set of benefits that there would be virtually no role for private insurance.”
