COLUMBUS, Ohio—Ohio Redistricting Commission members’ bipartisan deal on new state legislative maps Tuesday night came after months of discussions that hit a crescendo with hours of closed-door negotiations.
Interviews with commission members, their staffers, and others familiar with the proceedings shed light on how the commission’s two Democrats, once thought to be immovable, suddenly found themselves selling their caucus on a deal with Republicans after hours of private negotiations. Throughout the redistricting process, Russo said, the negotiations primarily centered on the four state lawmakers on the redistricting commission: herself and Antonio for the Democrats, as well as state Rep. Jeff LaRe of Fairfield County and Senate Majority Floor Leader Rob McColley of Northwest Ohio for the Republicans.
Faber, though, was forced into a more prominent role. As Stephens and Huffman squabbled over which legislative representative would chair the commission, Faber reluctantly stepped in to lead the process. He became a sort of mediator, shuttling back and forth between commission members and working to ensure that negotiations kept moving forward.
“There is rarely in drawing maps a simple ‘yes’ or ‘no’ answer,” Faber told reporters after the final Tuesday night vote. “Some of those things can’t be done just sitting around a table looking at things because you don’t know what the impact of is until you have multiple chances to have input.”After the final public hearing ended around noon on Tuesday, multiple commission members said a bipartisan deal was within sight but that more negotiations were still needed.
“My objection was because this is not what the voters wanted – this is not what the voters cast their reform votes for,” Miranda said in a statement, referring to statewide votes in 2015 and 2018 to pass Ohio’s current redistricting system. “This type of gerrymandering disenfranchises voters’ voices.”
