Four years ago, Pennsylvania was the first state in the nation to adopt a Clean Slate law.
People convicted of certain low-level, non-violent misdemeanors able to have their records automatically sealed after ten years. This legislation was inspired and backed by a broad coalition of law enforcement, faith groups, business leaders, civil rights organizations and criminal justice advocates from across the political spectrum. We were proud to stand together, put partisanship aside, and guide HB 1419 through the legislature.
Now we have the chance to expand that opportunity and allow people with records of non- violent, low-level drug felonies, who have gone ten years without another offense, to have their records sealed. That’s why the Pennsylvania District Attorneys Association endorsed Clean Slate four years ago and why they’re supporting this new law. They know that it helps reduce recidivism and promotes safer communities.
While Pennsylvania was the first state in the country to pass a Clean Slate law, many other states have followed suit and taken steps to expand record-sealing for felony offenses, including Arizona, Missouri, and Tennessee. Thirty-five states have already adopted commonsense legislation to allow some form of record-sealing for felonies, providing a real second chance for men and women in their states. We should extend the same opportunity in our state.
